Nobody calls a waterproofing company while a building is going up.
They call when there is a stain on a ceiling. That is the trigger, and it is a reliable one — a leak is loud, visible, and someone is angry about it. A building under construction produces no such signal. Nothing is wet. Nothing is failing. Every trade on site is busy with something that is visibly incomplete, and waterproofing is the one item that looks equally fine whether it was done properly, done badly, or not done at all.
So it gets postponed. Not decided against — postponed. And the postponement is invisible, because the thing being postponed has no deadline written anywhere on the programme.
It does have a deadline. Every part of a building has exactly one moment when it can be waterproofed properly, and that moment is defined not by the calendar but by what covers it next. Once the backfill goes in, once the fill goes into the sunken slab, once the tiles go down, once the tank is commissioned, once the final coat of paint is on — the window has closed. Everything after that is not waterproofing. It is repair.
Five ways waterproofing disappears from a new build
None of these is a decision anybody remembers making.
It is inside the civil rate
The contractor's rate includes "waterproofing", so it is covered. Nobody asks what system, what stage, or verified how. The line exists; the work is undefined.
The choice is left to site
No system was specified, so the decision falls to whoever is holding the trowel that morning — chosen on what the local hardware shop had in stock.
It is postponed past the structure
Structure first, finishes later, waterproofing somewhere in between. For the foundation and the sunken slabs, "after the structure" is already too late.
It is cut when the budget tightens
Every project has the week where numbers come down. Waterproofing is an easy cut precisely because nothing visible changes when you make it.
And the fifth, which is structural rather than budgetary: five petty contractors, and nobody owns the envelope. One man for the terrace, another for the toilets, another for the tank, another for the elevation. Each is responsible for his own area, and none of them is responsible for the building being dry.
The window table
This is the centre of the argument. Read the last column carefully — that is what the same work becomes after the window closes.

There is no row in that table where the later option is cheaper, faster or better. Every one of them involves removing work that has already been paid for, in a building that is now occupied or nearly so, to reach a surface that was accessible and clean a few months earlier.
A leak tells you the window closed. It never tells you when — that was months earlier, on a day when everything on site looked fine.
Three more windows most programmes miss
The five above are the ones people eventually think of. These three are usually discovered after the fact.

The podium row deserves particular attention. It is the one place in a building where failure is not a repair at all — it is a demolition of mature landscape, drainage and paving to reach a membrane that cost a fraction of what has been laid over it.
Why the cost changes so sharply once the window closes
Not because prices rise. Because the work becomes a different kind of work.
You lose the accessible side
This is the technical heart of it. Waterproofing applied before backfill sits on the positive side — the face the water arrives on — and water pressure pushes the barrier against the structure. After backfill, the only face you can reach is the negative side, from inside, where the same pressure now pushes against the back of the coating, trying to lift it off. The material is doing the harder job, in the harder direction, with less to hold it on.
You have to remove finished work first
The barrier costs the same. Breaking out a tiled bathroom floor, disposing of it, redoing the fill, the screed, the tiles and the skirting does not.
The building is occupied
Nobody moves out of a flat for a terrace treatment, and nobody drains a functioning water tank on a whim. Work that took uninterrupted days during construction now happens in slices, around people.
The evidence is gone
During construction you can flood a terrace for 48 hours and watch the ceiling below while the barrier is still exposed and still correctable. Afterwards you can only wait for rain and hope.
And the warranty changes
This is the part most owners never connect. The reason a waterproofing company can offer its longest period on new construction and a shorter one on remedial work is not marketing generosity — it is exposure. On a new build we control the substrate, the sequence, the detailing and the test. On a repair we inherit somebody else's slab, somebody else's fill and somebody else's history. The timing of the decision changes the length of the guarantee you can be given. That is the clearest possible statement of what a window is worth.
